Notes 9.0.1 can not open under Win10

Please, who can solve this problem

Neither the win10 system upgrade from win7 professional edition nor installed win10 system could launch Noted.

1. Notes could be operated normally under my win7 computer, but after upgraded to win10, it could not be launched, when double click the notes icon, it tell notes stopped running/responding, collecting information something like that

2. Copy notes from win7 computer to a new win10 computer, above error occurred still. (From win7 to win7 computer, it is ok to run notes.)

Reinstall?

Can you not just reinstall?  When you do reinstall, are you using the latest client version?
